Bridgeport requires a permit for a retaining wall.
Under Connecticut State Building Code Section 105.2, as posted on the City's Work Exempt from Building Permits page, a retaining wall qualifies for the building permit exemption when it stands 3 feet or less, taking the measurement between finished grade at the wall's bottom and finished grade at its top; a wall of any height that supports a surcharge or holds back Class I, II or III-A liquids needs a permit.
