Broward County's Building Code Services Division is not a conventional citywide building department. It permits unincorporated Broward and those municipalities that contract with the county under interlocal agreement (Administrative Code 40.27(a)). Broward is almost entirely incorporated, so most addresses resolve to a city building department rather than to the county. Confirm which authority has jurisdiction over the parcel before relying on these amounts.
