Do you need a permit?

Honolulu does not require a permit for a fence.

When a permit is not required

Fences and planter boxes not more than six feet in height are exempt from the building permit requirement, provided they are not located in a flood zone or on a street corner. Fences must also adhere to deed restrictions and to fence design criteria set by a homeowner's association, and exempt work must still comply with all other applicable laws and ordinances of the jurisdiction.
