Do you need a permit?
Kansas City requires a permit for a retaining wall.
Under Section 124 of the building code adopted at Unified Government Code Section 8-25, retaining walls up to four feet tall are among the items exempt from a building permit, with height taken from the bottom of the footing to the top of the wall; walls supporting a surcharge and walls holding back Class I, II, or III-A liquids are not exempt. The building official may waive the permit or engineered drawings for a taller wall when such submittals are deemed unnecessary for its location and type.
