Portland requires a permit for general building work.
Certain smaller activities may not require a building permit, and the property owner is still responsible for meeting code requirements, with historic preservation standards potentially still applying. Examples of projects that do not need permits include re-shingling a roof or re-siding a building, as long as no structural changes are made; replacing windows in buildings of up to 4 residential dwelling units, as long as no changes to the framing are made, though escape window requirements may still apply; and fences that are 7 feet or less in height.
