St. Paul requires a permit for a deck.
A building permit is not required for a deck or platform standing 30 inches or less over grade, provided it is not attached to a structure with frost footings and serves no accessible route. Zoning regulations, including setbacks, must still be met for decks that stand more than 24 inches over grade even when no building permit is required.
