St. Louis requires a permit for a fence.
Ordinance 70795, which adopts the Residential Code for One- and Two-family Dwellings of the City of Saint Louis, exempts from permit the replacement of existing fencing of the same height, material, and location except when enclosing swimming pools, hot tubs, or spas. The Building Division's "When a Residential Building Permit is Needed" page states that all new fences of any type require a permit except the replacement of existing fencing, of the same height, material and location in the rear or side yard, and lists replacement of existing fencing, same height, material and location in the rear or side yards among work that usually does not require a permit.
