Raleigh requires a permit for a deck.

When a permit is not required

North Carolina General Statute § 160D-1110 provides that no permit issued under Article 9 of Chapter 143 of the General Statutes is required for replacement of the pickets, railings, stair treads, and decking of porches and exterior decks in any single-family residence where the work costs $40,000 or less, is performed in accordance with the current edition of the North Carolina State Building Code, and otherwise meets the requirements of that subsection.
