When a permit is not required

North Carolina General Statute § 160D-1110 provides that no permit issued under Article 9 of Chapter 143 of the General Statutes is required for any construction, installation, repair, replacement, or alteration costing $40,000 or less and performed in accordance with the current edition of the North Carolina State Building Code in any single-family residence, unless the work involves any of six listed categories, among them the addition of roofing, excluding replacement; the addition, repair, or replacement of load-bearing structures; and the use of materials not permitted by the North Carolina State Building Code. The City of Raleigh's How to Get a Residential Permit page lists roofing among alterations and repairs that require a permit but do not require plans.
