Do you need a permit?
Buffalo requires a permit for a re-roof.
Section 103-2.3B(1) of the City Code allows homeowners and appropriately licensed handymen, contractors, and construction managers to make repairs to the exteriors and interiors of existing one- and two-family dwellings without applying for and obtaining a building permit and without paying building permit fees, provided the work is consistent with the Code's definition of repair, which is the patching or restoration of materials, parts, elements, components, equipment, or fixtures for the purpose of keeping them in good or sound condition. That exemption is unavailable where the work involves or affects items including damage resulting from a fire; load-bearing and structural parts, elements, components, assemblies or systems; removal or cutting away of a wall or partition or a portion of one; exiting; tenant separations; fire separations; removal from service of fire protection systems or portions of them for any period of time; enlargement, alteration, replacement, or relocation of any building system; and fences surrounding a swimming pool or a pond over two feet deep. The Code's separate exemption for renovations, defined as the removal and replacement or the covering of existing materials with new materials serving the same purpose, reaches only the interiors of existing one- and two-family dwellings under § 103-2.3B(3).
