Do you need a permit?
Buffalo requires a permit for a water heater.
Four kinds of repair to existing plumbing installations in all dwellings do not require a plumbing permit: the repair or replacement in kind of any faucet, flush valve, supply tube, individual fixture stops, toilet fill valves, or flushing mechanisms; the unblocking of stoppages of drains, which does not entail cutting out or removing any section of piping past the individual fixture traps; the repair or replacement of sections of the water distribution system which are less than a total of 20 linear feet of piping; and the repair or replacement of tubular fixture drain assemblies and their connection to that fixture. Property owners, maintenance personnel, licensed master plumbers, or certified factory representatives may make those repairs or replacements without a plumbing permit, though all work and materials must comply with all applicable City and State requirements and codes. A certified factory representative may replace a fixture only if the fixture is still under warranty, and hot water tanks are excluded from that allowance. Where a resident owner of a one- or two-family dwelling qualifies to obtain a building permit for the portion in which they reside, a permit is not required if the homeowner replaces a toilet or any sink and without additional costs to the property owner.
