Do you need a permit?

New York City does not require a permit for a re-roof.

When a permit is not required

Roof repair or replacement above the deck or sheathing does not require a permit. That covers repair or replacement limited to the roof membrane, roof coverings, cant strip, and any insulation above the roof deck or sheathing, provided the New York City Energy Conservation Code does not require additional thermal insulation for the roof. Green roofs not more than 4 inches in depth are also exempt on noncombustible construction or on buildings more than 100 feet in height. Roof repair or replacement that includes replacement of the roof deck or sheathing does require a permit.
