Do you need a permit?

Layton requires a permit for a retaining wall.

When a permit is not required

Layton City does not publish a standalone retaining-wall permit page or handout. The only City statement imposing a permit obligation on walls appears in the Single-Family Landscaping & Fencing Handout (updated 06/25/2026) and is repeated in the City FAQ: a building permit is required for a wall and/or fence, or portion thereof, over 7 feet in height. Read literally that language exempts walls at or below 7 feet, but it sits in a landscaping/fencing context and Layton nowhere states that it governs retaining walls specifically, so treat the 7-foot trigger as the City's only published wall-height permit threshold rather than as a confirmed retaining-wall rule. A separate and independent 4-foot threshold exists on the engineering side: the Residential Single Family Dwelling Permit Plan Submittal Check List (revised 07/12/2023) requires engineering for all retention exceeding 4 feet and requires retaining wall locations to be shown on the site plan; that requirement is framed as a plan-submittal condition of a new dwelling permit, not as a standalone permit trigger. Layton's fencing and landscaping regulations are cited by the handout to Chapter 19.16 of the Layton City Municipal Code, with clear-view provisions at 19.16.110 and 19.12.160; those code sections are not currently served in a readable form on Layton's code host.
