Orem requires a permit for general building work.
Orem's published list of work that does not require a building permit includes general landscaping, concrete sidewalks on private property, unroofed concrete porches and patios, painting or wallpapering, minor roof repairs, fence repairs, floor covering installation, replacing plumbing fixtures, replacing cabinets and countertops, adding insulation, and changing light fixtures, switches or outlets. The city states these lists are not all-inclusive.
