Do you need a permit?
Virginia Beach requires a permit for a re-roof.
The Virginia Uniform Statewide Building Code, which is the building code enforced in Virginia Beach, treats replacement of an unlimited amount of roof covering or siding in a Group R-3, R-4 or R-5 building as an ordinary repair exempt from application for a permit, provided the building or structure is not in an area where the nominal design wind speed is greater than 100 miles per hour, and treats replacement of 100 square feet or less of roof covering in all groups and all wind zones the same way; it also exempts replacement of 256 square feet or less of roof decking in Group R-3, R-4 or R-5 unless that decking was required at the time of original construction to be fire-retardant-treated or otherwise protected to form a fire-rated wall termination (13VAC5-63-80, Section 108.2). The statewide code also allows the building official to require a permit application for replacement siding, roofing and windows in a locally designated historic district and for exempted items located in a special flood hazard area. The City of Virginia Beach's residential building permits page lists roofing or siding replacements among the alterations to a residential structure that require a building permit.
