Do you need a permit?
Bellevue requires a permit for a re-roof.
A roof recover, in which a new layer of roofing material is installed over the existing roof covering without removing it, does not require a building permit unless the additional roofing material increases the total weight of the roof by more than 5 percent. For residential buildings as defined in the Washington State Energy Code, which include detached one- and two-family dwellings and townhouses, a roof replacement does not require a building permit if the repaired or replaced substrate is limited to five 4-foot-by-8-foot sheets of substrate or sheathing.
