The portion of the roadway for the movement of vehicles, exclusive of shoulders and auxiliary lanes. Value Engineering Change Proposal (VECP ). Through traveled way is the portion of the roadway for the movement of vehicles, exclusive of shoulders and auxiliary lanes. Utility. Person, corporation, municipality or public authority engaged in the distribution of electricity, gases, petroleum products, water, steam, the collection of wastewater, the operation of traffic control systems, or the provision of telecommunication service. For the purposes of these Specifications, the term Utility will apply to organizations that operate utilities owned by others.
