601.1DESCRIPTION
This work consists of maintaining and restoring designated or approved haul roads.
601.2MATERIALS
Materials will conform to the following requirements or as approved by the local government agency and the Engineer: A.Granular Material: Granular material will be an acceptable material being used on the project. B.Asphalt Concrete Aggregate: Asphalt concrete aggregate will conform to one of the classes specified in Section 880. C.Cover Aggregate: Cover aggregate will conform to Type 3 as specified in Section 881. D.Asphalt Material: Asphalt material will be specified by the Engineer and will conform to Section 890. If any of the above materials are specified in the contract, the materials may be furnished for haul road maintenance and restoration under the same specification.
601.3CONSTRUCTION REQUIREMENTS
The related costs for the maintenance and restoration of bridges, box culverts, and pipe culverts on any haul road will be the responsibility of the Contractor. The related costs for the maintenance and restoration of roads that are not approved haul roads will be the responsibility of the Contractor. Maintenance and restoration of roads normally used for hauling material from commercial sources will be the responsibility of the Contractor. When haul roads are designated in the contract, an agreement for the use & restoration of haul roads (DOT-45) with the governmental agency or political subdivision charged with the control and maintenance of the designated roads will be included in the contract. If the Contractor elects to use a haul road not designated in the contract, or, if no haul road is designated in the contract, the Contractor will secure written approval from the Engineer with an agreement for use & restoration of Contractor’s haul road (DOT-45A), or the maintenance and repair of the haul road used by the Contractor will not be eligible for 50% payment. Approval will be given only if the road is a practical route for hauling materials. Prior to hauling materials on a designated or approved haul road; the Contractor, the governmental agency or political subdivision charged with the maintenance of the road, and the Engineer will conduct a joint inspection of the haul roads. Following this inspection, an agreement will be prepared on the haul route inspection report (DOT 45 & 45A Appendage) for the DOT-45 or DOT-45A noted above stating existing conditions and setting forth any special conditions of restoration of the haul road. The haul route inspection report must be signed by 601 Page 409the Contractor and the governmental agency or political subdivision and approved by the Engineer prior to hauling over the route. During hauling operations, the Contractor will provide equipment and labor to maintain the haul road in a condition satisfactory to the Engineer at the Contractor’s expense including, but not limited to mobilization, blading, sweeping, and shaping. Materials required to maintain the haul road with be paid for in accordance with Section 601.5 . When hauling operations are completed, the Contractor will restore the haul road to a condition which satisfies the conditions stipulated in the agreement (DOT-45 or DOT-45A). The Engineer will determine the kind and amount of restoration work required. The fact that other traffic has used the haul road concurrently with the hauling operations will not relieve the Contractor of any obligation to maintain and restore the haul road. If other Contractors under a contract with the Department concurrently haul materials over the same route, the Engineer will determine the amount of maintenance and restoration obligation to be assessed to each Contractor. Upon completion of the restoration work on a haul road, the Contractor, the governmental agency or political subdivision charged with the control and maintenance of such route, and the Engineer will conduct a joint inspection of the haul route. The haul road release (Form DOT-45 or DOT-45A Release) will be submitted to the Engineer.
601.4METHOD OF MEASUREMENT
Materials for maintenance and restoration of haul roads will be measured as set forth in the applicable sections of these Specifications.
601.5BASIS OF PAYMENT
The Contractor will perform all required repairs at the contract unit prices contained in Section 4.4. On all state highways used as haul routes, the Department will reimburse the Contractor for 100% of the actual quantities of the materials required to perform the necessary maintenance repairs. On all other approved haul routes, the Department and the Contractor will equally share in the cost of materials required for the haul road maintenance and restoration by the Department reimbursing the Contractor for 50% of the actual quantities of the materials required to perform the necessary maintenance and repairs. When materials and related work not listed in Section 4.4 are ordered by the Engineer, the materials and related work will be paid for in accordance with Section 9.4. Separate payment will not be made for mobilization, blading, sweeping, shaping, equipment, and labor costs necessary for maintenance and restoration of haul roads. The Department will reimburse the Contractor for 100% of the actual quantities of materials used for dust control measures on approved haul roads in accordance with Section 4.4. 602 Page 410602 DETOUR ROUTES (NEW SECTION)

602.2MATERIALS
Materials will conform to the following requirements or as approved by the local government agency and the Engineer: A.Granular Material: Granular material will be an acceptable material being used on the project. B.Asphalt Concrete Aggregate: Asphalt concrete aggregate will conform to one of the classes specified in Section 880. C.Cover Aggregate: Cover aggregate will conform to Type 3 as specified in Section 881. D.Asphalt Material: Asphalt material will be specified by the Engineer and will conform to Section 890. If any of the above materials are specified in the contract, the materials may be furnished for detour route maintenance and restoration under the same specification.

When detour routes are designated in the contract or added during construction, an agreement for the use & restoration of detour and/or wet weather detour (DOT-47) with the governmental agency or political subdivision charged with the control and maintenance of the designated roads will be included in or added to the contract. Prior to use of the designated or approved detour route, the governmental agency or political subdivision charged with the maintenance of the road, and the Engineer will conduct a joint inspection of all approved detour routes. Following this inspection, an agreement will be prepared on detour route inspection report (DOT-45 and DOT-45A) stating existing conditions and setting forth any special conditions of restoration of the detour route. The detour route inspection report must be signed and approved by the Engineer prior to use. During detour use, the Contractor will provide equipment and labor to maintain the detour route in a condition satisfactory to the Engineer at the Contractor’s expense including, but not limited to mobilization, blading, sweeping, shaping. Materials required to maintain the detour route will be paid for in accordance with Section 602.5 . When detour use is completed, the Contractor will restore the detour route to a condition which satisfies the conditions stipulated in the agreement (DOT-47). The Engineer will determine the kind and amount of restoration work required. The fact that other traffic has used the detour route concurrently with the detoured traffic will not relieve the Contractor of any obligation to maintain and restore the detour route.
