Do you need a permit?
Anchorage requires a permit for a water heater.
The replacement of an electric water heater in a single-family or duplex dwelling unit does not require a plumbing permit, provided such replacement does not involve or require the replacement or rearrangement of piping (AMC 23.10.104.2.4, item E). Handout A also lists replacing a water heater among the work requiring a plumbing permit under AMC 23.10.104.1, so the exemption is limited to the electric, single-family or duplex, no-piping-work case it describes.
