Do you need a permit?
Gilbert requires a permit for a water heater.
Under amended Section R105.2 of the adopted residential code, replacements of solar, gas and electric water heating systems and appliances are exempt from a building permit when they are installed by an Arizona licensed contractor, when a gas replacement is of equal or less BTU/CFH rating and an electric replacement is of equal or less amperage/voltage rating, and when the product is listed and labeled by a nationally recognized third-party testing agency indicating compliance with nationally accepted applicable building, engineering and safety standards. Tankless systems are not included in that exemption. The same exemption is cross-referenced under the electrical, gas, mechanical and plumbing headings, and water softeners are separately exempt.
