Anaheim requires a permit for a fence.

When a permit is not required

Fences and walls that are seven feet or less do not need a building permit, but they require Planning Division approval. The Building Division's information bulletin B804, When Is A Permit Required?, lists wood fences not over 6 feet in height and masonry fences not over 36 inches in height among the work for which a permit is not required, and separately lists fences up to 7 feet from grade, for which a site plan with Planning approval is required. Planning Services Division handout Z400, RS-2 Zone Development Standards, states that within required side, rear, or interior setbacks a fence or wall of 7-foot height or less does not require a building permit.
