Fontana requires a permit for a fence.
Fontana does not publish an exemption handout, and unlike the state's 7-foot rule its fee schedule sets up a fencing permit and plan check category expressly for fences 'not over 6 ft. in height' (wood, chain link and other), which indicates the city permits fences below the state exemption height rather than waiving them. Treat a fence as permit-required and confirm at the counter; anything over 6 ft is engineered fencing with a much higher plan check fee.
