No local amendment is published, so the adopted CBC/CRC 105.2 threshold governs - a retaining wall not over 4 feet from the bottom of the footing to the top of the wall, with no surcharge and no impounded flammable liquids, is exempt. Fontana's schedule distinguishes a 'city standard' retaining wall (built to the city's published detail, cheap plan check) from an engineered wall (stamped design, roughly four times the plan check fee).
