Fremont requires a permit for general building work.
Fremont publishes a handout, Construction Work You Can Do Without a Permit (P&P59), listing one-story detached accessory structures used as tool and storage sheds or playhouses up to 120 square feet, wood decks not over 30 inches above surrounding grade and not attached to a structure, sidewalks and driveways not more than 30 inches above adjacent grade, water tanks on grade up to 5,000 gallons at a height-to-width ratio no greater than 2:1, prefabricated above-ground pools under 18 inches deep and under 5,000 gallons, window awnings projecting 54 inches or less, and finish work such as painting, tiling, carpeting, cabinets and countertops.
