Fremont requires a permit for a retaining wall.
Fremont's exempt-work handout does not list retaining walls as exempt construction, so the California Building Code threshold governs: a retaining wall over 4 feet measured from the bottom of the footing to the top of the wall requires a permit, as does any wall supporting a surcharge such as a slope, driveway or structure above, regardless of height.
