Fremont requires a permit for a fence.
Fremont's P&P59 handout exempts wood fences not over 7 feet high, and concrete or masonry walls not exceeding 4 feet high. That is a two-tier threshold: a solid masonry wall needs a permit at a much lower height than a wood fence. Fremont Municipal Code Chapter 18.171 (Fences and Hedges) imposes separate zoning height limits that apply even where no building permit is required.
