Do you need a permit?

Fresno requires a permit for general building work.

When a permit is not required

Fresno keeps a published roster of work that carries no building permit. On a house the governing numbers run as follows. A detached single-story garden shed, storage building or playhouse serving a one- or two-family dwelling qualifies at 120 square feet of floor area and 12 feet of height, and it must additionally stand 3 feet clear of neighboring property lines, sit where the Fresno Municipal Code says it may sit, and be tied down against wind and seismic movement, with pressure-treated lumber used at every point of soil contact or concrete embedment. Fencing qualifies to 7 feet, still bound by the Zoning Ordinance on setbacks and corner cut-offs. A retaining wall qualifies to 4 feet, footing base to top, and loses the exemption once it takes a surcharge or impounds hazardous liquids. Platforms, walkways and driveways qualify while they stay within 30 inches of grade and have no basement or story tucked beneath. An above-ground pool kit accessory to a Group R-3 occupancy qualifies at 5,000 gallons and a water depth under 24 inches. A window awning hung off a wall in a Group R-3 or U occupancy qualifies at 54 inches of projection with no separate support added. Movable fixtures, cases, racks, counters and partitions qualify while they stop below 5 feet 9 inches. A freestanding deck qualifies at 200 square feet where no point sits more than 30 inches off the ground and the deck is not the landing for the required exit door. Surface and finish work is off the list too - paint, wallpaper, tile, carpet, cabinetry and countertops. So are shade cloth enclosures over nursery and agricultural growing operations that carry no service systems, and backyard play structures at a detached one- or two-family home, which remain subject to the setbacks in the Fresno Municipal Code.
