San Bernardino requires a permit for a deck.

When a permit is not required

San Bernardino does not publish an amended deck exemption, so the state threshold in CBC/CRC 105.2 as adopted controls: a platform, deck or walkway is exempt only where it is not more than 30 inches above grade at any point, is not attached to a dwelling and does not serve an exit door. Anything raised, attached or serving a required exit needs a permit.
