Do you need a permit?
San Diego County requires a permit for general building work.
San Diego County Planning and Development Services publishes its exempt-work list in handout PDS 110. Detached one-story accessory structures are exempt at 120 square feet of floor area or less. Decks, walks and driveways are exempt when not more than 30 inches above adjacent grade. Fences and free-standing masonry walls are exempt up to 6 feet, a local tightening of the State 7-foot rule, with a separate allowance for open fences up to 8 feet where the top 2 feet are barbed or razor wire only. Retaining walls are exempt where they retain not more than 3 feet of soil and are not more than 6 feet in total height, which is a differently drawn line than the State 4-foot test. Patio covers are exempt to 300 square feet of projected roof area. Even where the structure is exempt, unincorporated projects routinely still need Fire District approval and Wildland-Urban Interface construction features in high fire risk areas, septic/DEHQ review where there is no sewer, flood control review, and driveway review, and those conditions of approval are the usual schedule driver.
