Do you need a permit?
San Diego County does not require a permit for a water heater.
San Diego County has an unusually specific local exemption that most California jurisdictions do not offer: PDS 110 exempts installing a replacement water heater where there is no change to the unit type or to the servicing utilities and the work is performed by a California licensed plumbing contractor. Read that narrowly. An owner doing their own swap is not covered, a tank-to-tankless conversion changes the unit type and is not covered, and relocating the heater or changing the gas, water or electrical service to it is not covered. Any of those puts you back into permit territory.
