When a permit is not required

Under the permit exemptions in CRC Section R105.2 as adopted by the city, a retaining wall of 4 feet or less in height, measured from footing bottom to wall top, is exempt from the building permit requirement unless it carries a surcharge. Sidewalks and driveways are also among the exempt items.
