Fort Collins requires a permit for a retaining wall.
Retaining walls up to 4 feet, measured from the low side grade to the top, are exempt from a permit unless supporting a surcharge. If there is another retaining wall uphill, the distance between the walls must be at least the full height of the lower wall.
