Hartford requires a permit for a retaining wall.

When a permit is not required

Hartford's own documents disagree on how tall an exempt retaining wall may be. "A Property Owner's Guide to the Permitting Process," working from the 2022 Connecticut State Building Code, stops at 3 feet and measures finished grade at the base against finished grade at the top. The "Work Exempt From Permits" handout stops at 4 feet and measures the footing base against the wall top. On one point they agree: a surcharged wall, or one impounding Class I, II or III-A liquids, is not exempt under either.
