St. Petersburg requires a permit for a re-roof.

When a permit is not required

St. Petersburg counts roofing as a structural component, which puts a re-roof outside the $7,500 residential exemption that Florida Statutes Section 553.79(1)(g) created effective July 1, 2026. The Permit Exemption form the city uses to administer that exemption is closed to structural, mechanical, electrical, plumbing and gas work, and the city description of the exemption names roofing alongside window and door replacement, soffit and fascia, and siding. What the job costs does not change the result.
