Do you need a permit?
St. Petersburg requires a permit for a water heater.
A water heater swap in St. Petersburg still needs a permit. Plumbing work cannot go on the city Permit Exemption form, and Florida Statutes Section 553.79(1)(g) excludes plumbing from the $7,500 residential exemption that took effect July 1, 2026. Gas work is excluded on the same terms, so a gas-fired heater has no path either.
