Overland Park requires a permit for a deck.

When a permit is not required

Under OPMC 16.300.105.2, a deck does not require a permit if it meets all of the following: it is detached from the dwelling, does not exceed 200 square feet in area, is not more than 30 inches above grade measured 36 inches out from the perimeter of the deck at any point, and does not serve an egress door required by section R318 of the 2024 IRC. Repairs of the deck walking surface, guardrails or handrails do not require a permit.
