Do you need a permit?
Durham does not require a permit for a fence.
No permit is required to build fences or walls within Durham City or County limits, except where the property is located in a designated flood plain, where the structure is a retaining wall, or where the fence or wall is used as a pool barrier on a parcel of a single family dwelling. Commercial fences and walls under 6 ft. do not require a building permit at all unless they are swimming pool guards or affect fire department access.
