Rochester requires a permit for electrical work.

When a permit is not required

Section 39-304C of the Building Code excepts listed categories of work from the electrical permit requirement; exceptions include work done by persons employed by manufacturers or purveyors of electrical equipment in servicing their own products; the connection or disconnection of portable plug-in appliances, the replacement of defective devices with directly interchangeable types that generally do not disturb the fixed wiring system, electrical work on portable appliances or within the internal assembly of appliances, normal adjustments to electrical devices, and the rewinding and repair of motors; transmission lines from the source of supply to the service connection on the premises; public service companies authorized to generate or sell electricity; and automotive, railway, aeronautical or marine equipment.
