Do you need a permit?
Rochester requires a permit for a shed.
One-story detached structures associated with one- or two-family dwellings or multiple single-family dwellings (townhouses) and used for tool and storage sheds, playhouses or similar uses are exempt from the building permit requirement when the gross floor area does not exceed 144 square feet (Building Code section 39-207B(1)). The exemption is not an authorization to perform work in violation of the Building Code or Energy Code. Under the Zoning Code (Chapter 120, section 120-163), a certificate of zoning compliance is still required before an accessory structure is established or constructed.
