Do you need a permit?
Portland requires a permit for a deck.
A building permit is required when the walking surface is more than 30 inches above the adjacent grade, measured 36 inches from the edge of the deck. Decks with a walking surface 30 inches or less above the adjacent grade do not need a building permit, though a zoning permit may be required in environmental, greenway or river overlay zones. Covered decks are subject to additional zoning requirements regardless of height. All structures must meet zoning requirements whether or not a building permit is required.
