Do you need a permit?
Portland requires a permit for a fence.
A fence building permit is not needed for wood and similar-material fences up to seven feet tall, fences of masonry, concrete and similar materials not over 4 feet high, or typical field fencing of woven wire or chain link not over 8 feet high. All barriers around swimming pools require a permit regardless of height. Fence height is measured from the ground where the posts or supports enter the ground to the top of the fence, including any lattice, posts or other material added to the top.
