Do you need a permit?
Portland requires a permit for a retaining wall.
Portland requires a building permit once a retaining wall passes four feet, sized from the footing base to the wall's highest point. A permit is also required at any height where the wall carries a surcharge — that is, a load on the retained soil over and above the weight of level earth backfill. Shorter walls can still trigger a zoning permit, and a Site Development permit may apply on difficult sites or where the work stabilizes a slope.
