Do you need a permit?
Philadelphia requires a permit for a fence.
For non-masonry fences of wood, metal, or vinyl, no permit is required for a front yard fence up to 4 feet tall or for a side or rear yard fence up to 6 feet tall, except that a fence more than 50 percent opaque requires a zoning permit. A front yard non-masonry fence between 4 and 6 feet tall requires a zoning permit only. For masonry fences of poured concrete or stone, no permit is required for a side or rear yard wall up to 2 feet tall. A building permit is always required if the property is on the Philadelphia Historic Registry or in the 100-year floodplain.
