Philadelphia requires a permit for a water heater.
A plumbing permit is not required for minor repairs made with the same material, such as replacing faucets, valves, or parts, for removing and reinstalling a toilet where no pipes or fixtures are replaced or moved, or for stopping leaks and clearing stoppages.
