Do you need a permit?
Pittsburgh requires a permit for a retaining wall.
At 4'-0" and under, sized from the lowest point of grade up to the wall's highest point, a retaining wall falls outside both PLI and Zoning oversight and goes up without a Building and Development Application. That changes if something adds load behind the wall or the wall impounds liquids of Class I, II or IIIA. Even in the exempt category, the work has to satisfy the City Zoning Code.
