Do you need a permit?
Pittsburgh requires a permit for a water heater.
PLI publishes a Work Not Requiring a Permit page covering scopes that proceed without a mechanical permit, fuel gas appliances and equipment included. Portable units are on it: a plug-in heater, portable ventilation gear, a portable cooling unit, a portable evaporative cooler. So is swapping a minor part for one that neither changes the equipment's approval nor renders it unsafe. Piping for steam, hot water or chilled water counts where it stays inside heating or cooling equipment the Uniform Construction Code regulates. A self-contained refrigeration system counts at 10 pounds of refrigerant or less, driven by motors of 1 horsepower or under. Finally, generation, transmission, distribution and metering equipment, plus related gear, that a public service agency or utility owns and controls may be installed, altered or repaired without the permit.
