Do you need a permit?

El Paso requires a permit for a retaining wall.

When a permit is not required

El Paso City Code Section 18.08.030 carries the Building Code exemption list. A retaining wall lands on it at four feet or under, sized from the footing base up to the wall's highest point, so long as nothing surcharges it and it holds back no Class I, II or IIIA liquid. The parallel residential list at Section 18.10.040 has no retaining wall entry at all. Being exempt is not permission to build something that breaks the code or any other law or ordinance in force locally.
