When a permit is not required

The 2019 Residential Building Permit Requirements handout states that no permit is required for accessory storage buildings or structures of less than 200 square feet in floor area, restricted to only one accessory within a site. El Paso City Code Section 18.10.040, the current residential exempt-work list, is narrower: it reaches a one-story detached accessory structure located in the rear yard and not within 5 feet eave to eave of another structure. An accessory structure that does not require a permit may not be placed over utility easements.
