Eagle Mountain requires a permit for a retaining wall.
CONFLICTING OFFICIAL SOURCES - both preserved. Eagle Mountain's 2025 "Retaining Wall Requirements" handout sets the permit trigger at anything over four feet, sized from the footing base up to the wall's highest point, and adds that a surcharged wall needs a permit at any height. The city's older 2024 "Retaining Walls" handout (https://eaglemountain.gov/wp-content/uploads/2024/10/building-retaining-wall-requirements.pdf) draws the line differently: a wall under four feet overall, the 30-inch footing depth counted in, skips the building permit but still answers to zoning under EMMC 17.60, while anything taller than 4 feet is permitted; that handout also caps a retaining wall at 6 feet, finished grade up to the top. The zoning citations differ between the two documents as well - the 2025 handout points to EMMC 16.60 and section 19.95.40(D), the 2024 handout to EMMC 17.60 and 16.60. The 2025 handout is treated as primary on the strength of its publication date.
