Do you need a permit?
Millcreek requires a permit for general building work.
Everything built in Millcreek needs a building permit apart from a short list. A single-story detached accessory building that is not a storm shelter is off the list at 200 square feet of floor area or less on residential property, 120 square feet or less on commercial, and Planning and Zoning still has to approve it. Fencing is exempt to a height of 7 feet, though ordinance MKZ 18.66 on fences and retaining walls continues to apply. A retaining wall is exempt where the unbalanced fill it holds stays under 4 feet, unless something loads the wall from behind or IRC Section R404.4 requires it to be designed; any grade change beyond 12 inches needs Public Works sign-off. Also exempt: grade-set water tanks of 5,000 gallons or less whose height is no more than twice their width; walkways and driveways; surface and finish work such as paint, wallpaper, tile, floor covering, cabinetry and countertops; factory-built pools with water shallower than 24 inches; backyard play structures; wall-hung window awnings reaching out 54 inches or less and needing no separate support; decks that stay within 30 inches of grade throughout, need no guards, and are not the landing for the exit door IRC Section R311.4 requires, which again still need Planning and Zoning approval; and unconnected conex boxes set at grade, under 350 square feet, used only for storage.
